Short answer: both deal with cost but in different ways, at different times, and usually for different employers. In Australia, “quantity surveyor” and “estimator” might sound similar but they operate in different zones of the construction lifecycle.
Here’s a quick look at the differences.
A QS is the financial specialist working across the whole life of a project - feasibility, cost planning, tendering, contract administration, cost control, and final account. They’re trained to measure work, produce elemental cost plans, advise on procurement and risks, and keep the numbers honest from start to finish. In short: QSs estimate costs and prepare cost plan then manage cost through project delivery.
A QS in an institutional or client-side setting often works in the interests of the Project Owner (usually the Client or Principal). They’re the financial advisor making sure you’re getting value, tracking cost, supervising variations and finalising accounts. The also have an role where they act as the Independent Commissioning Agent (ICA) for the project who are there to provide impartial and unbiased advice.
Estimators usually work for a Builder or Contractor. Their main goal: pull apart drawings and specs, calculate quantities, collect rates (materials, labour, plant), build the tender price and help the Contractor win the job. The focus is narrower and typically earlier in the procurement cycle: win the job at the right price.
But their role is not just limited to the tender phase. Estimators are sometimes used through the construction process by a Contractor to continually assess trades costs estimates.

For individual homeowners, a QS can provide independent cost advice, review builder quotes, and manage variations, though this is more common on larger custom builds than standard volume construction.
A cost plan is prepared by a QS on behalf of the owner. It sets the financial benchmark for what the project should cost, developed progressively as design information becomes available. A tender estimate is prepared by an Estimator on behalf of a contractor. It calculates what it will cost that contractor to build the project, including labour, materials, plant, and margin. The two documents serve different purposes for different parties, and comparing them is one of the key functions of the QS during tender evaluation.
In Australian practice the terms are often used interchangeably, particularly at consultancies where the QS role has expanded beyond measurement to include broader cost and commercial oversight across the project lifecycle. Strictly speaking, Cost Manager implies a wider remit, coordinating across QS, contracts administration, and cost control, but in practice the distinction varies between firms and project types. Both roles sit on the owner or client side of the project.
